12 DEC 2006 - Tendering Strategies are of Critical Importance to Achieving Local Authority Waste Targets

Covanta raised the issue of competitive tendering strategies yesterday, at the Global Waste Strategies Summit.

Delegates at the summit heard leading industry figures debate the future of achieving waste targets during the opening keynote panel discussion. Covanta Managing Director, Malcolm Chilton, made the point that local authorities need to demand more from their waste contractors by rethinking their tendering strategies.

Malcolm argued that local authorities have a number of problems when deciding on a procurement strategy; including estimating needs for a 25-year contract without fully knowing what future waste growth or recycling rates will be. He evaluated three main procurement strategies: Fully integrated contracts, Strategic Partnering and Segregated contracts, in some detail.

Malcolm said "Waste Authorities have a number of seemingly intractable problems when deciding their procurement strategy. It is essential that they think through the advantages and disadvantages of each type of contract in order to achieve waste targets."
